Shouldn't the word 'Amend', say 'scrap'?

I take your point but the Bill isn't going to be scrapped. MPs can however table amendments and Nigel Farage has tabled an amendment that would remove the generational tobacco sales ban from the Bill – hence the use of the word 'amend'!
