James Reilly: all mouth and no trousers

RTE News has a report on the Irish Government's anti-smoking initiative (see previous post):

Reilly announces plan for tobacco-free Ireland, which includes a quote from Forest Eireann, begins:

A plan to make Ireland a tobacco-free country by 2025 has been published by Minister for Health James Reilly.

The document outlines 60 recommendations to try to eliminate smoking ...

It then adds:

A detailed action plan, with timelines, has yet to be developed to implement the plan published today.

So there we have it. Sixty recommendations but no action plan, or timeline.

In other words, all mouth and no trousers.
