It wouldn't surprise me at all if Brighton council, having got most of the results in, realised that they weren't going to get the result they expected (and wanted), and need another couple of months to work out how they can spin it into 'overwhelming support for the bans'.

What difference does consultation make to anti-smokers who will ignore it if it supports smokers choice.

I understand that we should go through the motions at least, but we all learned that consultation is a scam as proved by the plain packaging stitch up.

There is only one way to deal with snobby, socially exclusive Brighton. Don't go. Don't spend a penny there. Go to countries or UK towns and cities that are not as smokerphobic as that intolerant and nasty bunch of councillors who are clearly saying they no longer support diversity unless the diverse nature of people fit their own prejudices.

Voluntary outdoor smoking bans will soon be commonplace in the UK, paving the way for a change in the law. Only a successful legal challenge would cause for such bans to be overturned and for the house of cards to collapse.
